Mishustin to Hold High-Level Talks with Prime Minister of Tajikistan

On April 25, Russian Prime Minister Mikhail Mishustin is set to meet with his Tajik counterpart, Kokhir Rasulzoda, for comprehensive bilateral talks focused on strengthening cooperation between Russia and Tajikistan.

 

The agenda will include a wide range of topics, including trade and economic relations, investment and humanitarian and cultural cooperation. “Special attention will be paid to the implementation of major joint projects in energy, industry, agriculture, education and culture,” the Russian government press service stated.

 

Russia and Tajikistan maintain close and friendly ties, underpinned by a strategic partnership and alliance. The two countries engage in regular high-level political dialogue and enjoy robust interagency cooperation. Russia has consistently prioritized deepening mutually beneficial relations with Tajikistan.

 

In 2025, Tajikistan assumed the rotating chairmanship of the Commonwealth of Independent States (CIS), during which more than 100 events are planned. Moscow has expressed its readiness to support Dushanbe’s leadership in the CIS and to continue constructive cooperation within the organization.

 

Trade and Economic Cooperation

 

Russia remains Tajikistan’s leading trade partner and one of its major investors. The bilateral Intergovernmental Commission on Economic Cooperation is a key mechanism in this partnership, with its 20th session held in Dushanbe on October 4, 2024. The Russian side is co-chaired by Deputy Prime Minister Marat Khusnullin, while Tajikistan is represented by Prime Minister Rasulzoda.

 

A cornerstone of energy cooperation is the Sangtuda-1 Hydroelectric Power Plant—one of the largest joint projects between the two countries, playing a critical role in Tajikistan’s energy security.

 

Regional cooperation also forms a solid foundation for economic ties. More than 70 Russian regions maintain active business relationships with various administrative districts in Tajikistan. These partnerships are based on over 80 regional agreements and cover key sectors such as machinery, transportation, energy, mining, construction, and agribusiness.

 

Humanitarian and Cultural Ties

 

The humanitarian dimension remains a central pillar of the partnership, with deep connections between educational, scientific, and cultural institutions. “We appreciate the Tajik government’s commitment to preserving the Russian language and supporting initiatives that expand access to Russian-language education,” the Russian government noted.

 

During  President of Tajikistan Emomali Rahmon’s official visit to Russia on March 17–18, 2025, the two sides launched major cultural and educational infrastructure projects in Dushanbe, including a new center for gifted students and a modern building for the Mayakovsky Russian Drama Theater.

 

“These developments will mark a significant milestone in enhancing Russian-Tajik cultural and educational ties,” the Russian cabinet concluded.
