Kremlin: the process of establishing the Assembly of Peoples of Russia to be completed soon

The establishment process of the Assembly of Peoples of Russia will be finished in the near future, Magomedsalam Magomedov, the deputy head of the presidential administration, announced on Tuesday at a meeting of the presidium of the Russian Academy of Sciences.


According to Magomedov, the country as a whole has "already formed an effective management system in the sphere of interethnic relations," and all that remains is to complete the creation of the Assembly of Peoples of Russia.


"The process of its establishment is underway and the organization will be established in the near future. In this area [of interethnic relations], all the necessary state system decisions have already been made, and all that remains is implementation," the deputy head of the presidential administration said.


Magomedov noted that President Vladimir Putin attaches great importance to national policy, the state language and languages of the peoples of the country. According to Magomedov, policies in the sphere of interethnic relations can only be effective with the active cooperation of the scientific and expert community.


A decree creating the all-Russian public state organization "Assembly of Peoples of Russia" was signed by Russian President Vladimir Putin last November. According to the document, the organization was created in order to improve state ethnic policy and to promote the strengthening of all-Russian civil identity and interethnic harmony. The founder of the assembly would be the Federal Agency for Nationalities Affairs.

 


Draft concept of language policy


In Magomedov's opinion, the draft concept of state language policy needs to be improved.


"According to Magomedov, the first acquaintance revealed that some provisions of the developed concept still need substantial revision," said the deputy head of the presidential administration. He pointed out that the document "must directly correspond to the state strategy and the state national policy," but the draft concept does not yet correspond to this fundamental doctrine. Magomedov added that the document still contains contradictions, particularly in terminology. "In general, it needs to be corrected," he said, expressing confidence that "this work will be completed and the document will be integral".


The deputy head of the presidential administration noted that "the developers of the concept have already done a lot of work, analyzed the proposals, including the consideration of international experience". He drew attention to the fact that the work involves institutes of the Russian Academy of Sciences, specialized government commissions, working bodies of the Council on the Russian language and the Council on interethnic relations.


"The task of the document is to ensure the maintenance of the balance of the Russian language situation and to provide conditions for increasing the role of the Russian language as the state language, conditions for the preservation and development of all the languages of the peoples of Russia," Magomedov stressed. He specified that "the balance means the universal and full functioning of the Russian language as the state language of the Russian Federation while ensuring the necessary conditions for the functioning and development of all state languages of the subjects and languages of the peoples of Russia, and on a voluntary basis."


"Our main goal is to strengthen the unity of the Russian nation. At the same time, we set a second goal - to preserve the ethnocultural diversity of the peoples of Russia. Our unity is in this diversity," Magomedov noted.


According to the results of the meeting of the Council on the Russian language, which was held on November 5, 2019, Russian President Vladimir Putin instructed to submit proposals for the development of the concept of the state language policy of the Russian Federation.
