Putin suggested that the "five", Germany and Iran discuss the security mechanism in the Persian Gulf

Russian President Vladimir Putin suggested holding an online summit of the five permanent members of the UN Security Council, Germany and Iran in the near future, dedicated to the implementation of the Joint Comprehensive Plan of Action on the Iranian nuclear program (JCPOA). This is stated in a statement published on the Kremlin's website on Friday by the Russian leader on the need to convene an appropriate summit.


"We propose to hold an online meeting of the heads of state of the permanent members of the UN Security Council with the participation of the leaders of Germany and Iran in the very near future," the statement reads. - The goal is to outline steps to avoid confrontation and aggravation of the situation in the UN Security Council. It is important to provide collective support for the continued smooth implementation of UN Security Council resolution 2231, which created the international legal framework for the implementation of the JCPOA."


"We also suggest that during the meeting of the leaders agree on the parameters of joint work to promote the formation of reliable security and confidence-building mechanisms in the Persian Gulf zone," the statement reads. "This can be achieved if we combine the political will and creative energy of all our countries and countries in the region."


Putin called on partners to carefully weigh this proposal. "The alternative is to further escalate tensions and increase the risk of conflict," the Russian leader warned. - This development must be avoided. Russia is open to constructive interaction with all those who are interested in moving the situation away from the dangerous line."


"The issue is urgent," the head of state concluded. "If the leaders are ready in principle to talk, we suggest that they quickly coordinate the agenda, organizational modalities and timing of the video summit through the foreign ministries of the seven countries."

 

 

The accusations against Iran are baseless


Putin called the accusations against Iran made at the UN Security Council groundless and confirmed Russia's commitment to the Iran nuclear deal. In his statement, the Russian leader noted that discussions on the Iranian issue in the UN Security Council "are becoming more and more tense".


"The situation is escalating. There are baseless accusations against Iran. Draft resolutions aimed at destroying the previous unanimous decisions of the Security Council are being developed," the Russian leader stressed.


"Russia remains fully committed to the Joint Comprehensive Plan of Action for the settlement of the Iranian nuclear program (JCPOA), the conclusion of which in 2015 was a major political and diplomatic achievement, made it possible to avert the threat of armed conflict, and strengthened the nuclear non-proliferation regime," the Russian leader stressed.


He noted that when building a complete security structure in the Persian Gulf zone, "it is important to preserve the positive baggage that we managed to accumulate earlier at the cost of considerable efforts."


There is no place for blackmail


Putin called unacceptable blackmail and dictate by anyone in the Persian Gulf, as in any other part of the world. The Russian leader called for collective efforts to overcome the problems that arise in the region.


"In this region (the Persian Gulf-ed. TASS), as in any other part of the world, there should be no place for blackmail and dictate from anyone. Unilateral approaches to finding solutions do not help," Putin stressed.

 

He recalled that in 2019, Russia presented an updated Concept of security in the Persian Gulf zone ,where "specific ways were drawn for the effective resolution of the tangle of problems in this region." "We are convinced that problems can be overcome if we approach each other's positions with due attention and responsibility, and act respectfully and collectively," the Russian President said in a statement.


The concept of collective security in the Persian Gulf zone was unveiled by Russia in July 2019. It was based on such principles as gradualism, multilateralism and strict compliance with international law, especially the UN Charter and the resolutions of its Security Council. The long-term strategic goal outlined in the document is to create a comprehensive mechanism for collective security and cooperation in the Persian Gulf region, involving all states in the region on an equal basis.


On Wednesday, US Ambassador to the UN Kelly Kraft said that the United States  submitted a draft resolution to the UN Security Council to extend the embargo on the sale of conventional weapons to Iran and their purchase from it, calling on all members of the Security Council to support the initiative. Restrictions on the import of weapons to Iran, according to the nuclear deal, expire on October 18. US representatives have repeatedly indicated that they will seek to extend the embargo, despite their withdrawal from the Iran deal.


Russian Foreign Minister Sergey Lavrov in June sent a letter to the UN Secretary-General stating that there were no objective grounds for discussing the extension of the arms embargo against Iran in the Security Council.
