Kyrgyz Prime Minister Sadyr Zhaparov, who took over the powers of the country's president, promised to preserve the republic's foreign policy and other important directions.

"Thank God, the power in the country was changed peacefully. There was no looting. I will direct all my efforts to preserve the foreign policy and other important directions," he said, speaking before the parliament on Friday.

President of Kyrgyzstan Sooronbay Jeenbekov announced his resignation on October 15 in his address to the people. According to the Constitution, after resignation of the head of state, his powers are transferred to the speaker of parliament. If the speaker cannot perform his duties, then the prime minister of the republic becomes the acting president. On Thursday, speaking to his supporters, Zhaparov stated that the speaker of the parliament Kanat Isayev refused to execute duties of president and all powers passed to the head of Cabinet. On Friday, Isaev personally confirmed his refusal to take over the post of the president.

Mass protests of dissidents with results of parliamentary elections that took place on October 4 broke out in Kyrgyzstan on October 5. After clashes of protesters with law-enforcement agencies, supporters of opposition parties who had not passed to the parliament seized the building of parliament where the presidential administration is situated. More than 1,200 people were injured and one was killed in the clashes. Kubatbek Boronov, Kyrgyzstan's prime minister, resigned. Jeenbekov, according to his press secretary, was always in Bishkek and controlled the situation. On October 9, the riots in Bishkek resumed. Zhaparov's supporters and opponents clashed in the central square. Seven people were injured, including oppositionist Tilek Toktogaziev.
