The United Nations Security Council (UNSC) does not fully represent all countries with significant responsibilities in global economics and politics, underscoring the need for reform, Russian Foreign Minister Sergey Lavrov stated during his annual press conference reviewing Russian diplomacy in 2024.
“When it comes to reforming the Security Council, yes, it is necessary because not all nations bearing major responsibilities in the global economy, finance, politics, and military affairs are represented in the Council,” Lavrov said.
He emphasized that the special privileges of permanent UNSC members, including veto power, must remain intact.
“We also support UN reform, but there are those who claim the primary injustice lies in the permanent membership of certain countries in the Security Council with veto power,” Lavrov remarked. “We’ve repeatedly clarified that this unique mechanism emerged as a response to the failures of earlier systems, such as the League of Nations. Unlike the League, where every nation had one vote, the UNSC structure recognizes the special responsibilities of major powers and allows them to wield appropriate influence. This arrangement stems from lessons learned about the importance of granting key nations the ability to fulfill their unique roles effectively.”
