Palestinian factions, including Hamas, have declared that any international peacekeeping force deployed to Gaza must operate under exclusive UN authority, warning that otherwise such forces would become an occupying presence. The statement was published on Hamas's Telegram channel.
The factions' position responds to a draft UN Security Council resolution that would assign peacekeepers a role requiring coordination with Israel. "We maintain that any international forces must be fully subordinate to the UN and operate exclusively in coordination with Palestinian governmental institutions in Gaza," the statement read.
The groups also rejected any disarmament of Gaza-based factions and opposed the establishment of foreign military bases in the enclave, characterizing such measures as a "direct violation of Gaza's sovereignty."
The document did not provide a complete list of signatories from Palestinian movements and factions.
The UN Security Council is scheduled to vote on November 17 regarding the US-drafted Gaza resolution. The American draft reportedly includes provisions supporting "international stabilization forces" and ensuring "a stable, secure, peaceful, and prosperous future for Palestinians in Gaza without Hamas."
On November 14, Russia's UN mission announced it had prepared an alternative draft resolution, tasking the UN Secretary-General with reporting to the Security Council on options for implementing relevant provisions of US President Donald Trump's peace plan. The Russian mission emphasized the critical importance of preserving the long-established international legal framework for Middle East settlement based on the two-state solution.
