The presentation of Lenar Sheikh’s biographical book dedicated to Yulduz Khaliullin, a specialist in international relations, a diplomat of the USSR and the Russian Federation, took place at the Tatar Book House. The book is available in the Tatar and Russian languages and was printed at Ak Bure publishing house with 300 copies and 500 copies in Russian.
The book begins with the description of the diplomat’s home village and childhood. Then it tells about his education, military service and diplomatic activities. According to Lenar Sheikh, the author of the publication, Yulduz Khaliullin was satisfied with the books prepared. ‘At present he lives in Moscow. He is 85. After retiring from diplomatic activities he has not lost his place and has gone deeper into the field of science,’ the author said.
‘During my time abroad, I never had any desire to live there. And whoever you are, no matter how great a person you have become, you must value your country. Those who left still come back. The link with one’s homeland can never be broken,’ the diplomat himself repeatedly mentioned in his interviews.

In 1951, Yulduz Khaliullin graduated with honors from a Tatar seven-year school and entered the Kazan Mechanical and Technological College. The young electro-mechanic was sent to work at the Worsted Cloth Factory in Krasnodar. However, he was soon conscripted into the Armed Forces, where he became a radio mechanic.
Before the demobilization, Yulduz was said that those wishing to enter the Moscow Institute of International Relations would be given a referral. There were forty of them, however after the foreign language examinations, only three of them were left. Yulduz Khaliullin was among them.
During his studies he mastered the Indian languages – Urdu, Hindi, as well as English, specializing in South Asian countries. He demonstrated an aptitude for academic work and was admitted as a full-time postgraduate student to the Department of State Law of Foreign Countries at the Moscow State Institute of International Relations, but was soon sent by the USSR Ministry of Foreign Affairs to the embassy in Indonesia. From then on, Khaliullin was in the diplomatic service of the USSR Foreign Ministry and then the Russian Foreign Ministry for about forty years. In total, he worked for about 20 years in our country’s diplomatic missions in Indonesia, Pakistan, Romania, Bangladesh, Nepal and Sri Lanka, as well as in Kyrgyzstan and Kazakhstan.
In total, Yulduz Khaliullin speaks half of a dozen languages: Urdu, Hindi, Indonesian, English, German, French, Turkish and his native Tatar.
After retiring from public service, Yulduz Khaliullin participated in various international conferences held in Moscow, Kazan, Tehran and London. He is the author of a number of scientific articles that explore the intricacies of foreign policies of Indonesia, Pakistan, Nepal and Kazakhstan.
In his books, he lovingly describes people he has encountered. They include Indonesian President Sukarno and Prime Minister of Pakistan Bhutto, Academician Goldansky and Orientalist Roerich. His books have an abundance of little-known material on the training of diplomats and peculiarities of diplomatic service, on the Foreign Ministers of the USSR and the Russian Federation, as well as on family clans of Eastern countries. His works are in one way or another related to different stages of diplomatic and publicist works in various parts of the world. He is the author of a number of books on foreign policy and diplomacy and more than 100 articles on issues ranging from modern Tatar poetry to current issues in nuclear physics.
