Majilis of Kazakhstan Adopts Law on Mutual Recognition of Academic Degrees within EAEU

The Majilis, the lower house of the Parliament of Kazakhstan, has passed the "Law on Ratification of the Agreement on Mutual Recognition of Documents on Academic Degrees in the Member States of the Eurasian Economic Union." The session was broadcasted on the legislative body's website.

 

This agreement, signed in June 2023 in Sochi, aims to facilitate the recognition of scientific degrees held by citizens of member states of the Eurasian Economic Union (EAEU) within the framework of labor migration. The agreement stipulates the recognition of academic degrees such as Doctor of Philosophy (PhD), specialized doctorates, Candidate of Sciences, and Doctor of Sciences without the need for national recognition procedures. Exceptions are made only if degree holders seek additional benefits in their state of employment based on their degrees.

 

The conclusion of the Committee on Social and Cultural Development of the Majilis affirmed the positive impact of the agreement, stating that its implementation is not expected to result in negative socio-economic or legal consequences and will not require additional expenditures from the state budget of Kazakhstan.

 

Following its approval in the Majilis, the law on the ratification of this agreement will proceed to the Senate, the upper house of Parliament, for further consideration.
