Rebels in Niger commence formation of state structures

03 August 2023

Scientist Sumana Boubacar has been appointed as the new head of administration for General Abdourahamane Tchiani, who is leading the rebels that have taken control of Niger. This appointment comes as a result of a decree issued by the head of the National Council for the Safeguard of the Homeland, which assumed power during the rebellion.

"Professor Sumana Boubacar, a distinguished researcher, has been appointed as the Minister - Chief of Staff to the Chairman of the National Council for the Salvation of the Homeland," the decree reads.

According to the ANP news agency, the rebel leadership is now starting to form the country's governing bodies. A series of simultaneous decrees have been published, appointing key positions in the administration. Mahamane Rufai Lawali has been appointed as the Secretary General of the Government in the rank of minister, and the governors of all eight provinces of Niger have been appointed.

The legitimate Prime Minister, Ouhoumoudou Mahamadou, stated that he remains the "head of the government of President Mohamed Bazoum." On the other hand, the foreign minister in his cabinet, Hassoumi Massaoudou, who is currently out of the country, has proclaimed himself as the interim head of government. The situation has resulted in ambiguity, with the Nigerian government website still listing Mahamadou as the head of the structure.
