CIS Security Chiefs to Discuss Threats and Western 'Ideological Expansion'

05 November 2025

The 13th meeting of the Secretaries of the Security Councils of the Commonwealth of Independent States (CIS), scheduled for November 5 in Moscow, will focus on threats to the bloc, joint response measures, and countering what they term the “ideological expansion” of the West.

The meeting will be chaired by Russian Security Council Secretary Sergei Shoigu, who is also expected to hold separate bilateral talks with his counterparts from Azerbaijan, Armenia and Belarus.

According to a statement from the Russian Security Council's press service, the agenda includes discussions on “security challenges and threats in the CIS area and potential joint response measures.” As previously stated by Deputy Secretary of the Russian Security Council Alexey Shevtsov, the meeting will also address issues of humanitarian cooperation and countering Western ideological expansion.

Shoigu has previously highlighted the significance of this format, describing it as “a truly unique platform for confidential dialogue.” He noted it allows participants “not only to openly and constructively discuss the most complex items on the security agenda but also to jointly develop, on a solid foundation of shared traditional values, solutions to protect our countries and peoples from external and internal threats.”

The working program for the security chiefs will begin with a ceremony to lay flowers at the Tomb of the Unknown Soldier in Alexander Garden, honoring those who fell in the Second World War.
