Heads of state from the Collective Security Treaty Organization (CSTO) will convene in Bishkek on November 27 for a session of the Collective Security Council, where they will address military and military-economic partnership matters and sign related cooperation documents.
The meeting will bring together Russian President Vladimir Putin, Belarusian President Alexander Lukashenko, Kazakh President Kassym-Jomart Tokayev, Kyrgyz President Sadyr Japarov, and Tajik President Emomali Rahmon. In addition to the presidential summit, the schedule includes joint sessions of the Council of Foreign Ministers, Council of Defense Ministers, and the Committee of Security Council Secretaries.
The leaders have already arrived in Bishkek, where they have held several preliminary meetings and visited the Enesai yurt exhibition. President Japarov presented his counterparts with handmade traditional panels and national musical instruments.
Summit Agenda
According to Russian Presidential Aide Yuri Ushakov, the Bishkek summit is expected to produce 19 signed documents. These include a final declaration outlining member states' common approaches to key international and regional issues, along with statements on strengthening cooperation against illicit drug trafficking.
The presidents will also approve documents focused on developing military, military-economic, and anti-narcotics collaboration, as well as combating illegal migration. Ushakov noted that participants will "consider the implementation of the CSTO collective security strategy."
Chairmanship Transition
Sagynbek Abdumutalip, Head of the Foreign Policy Department of the Kyrgyz President's Administration, described the Bishkek summit as the "key event concluding Kyrgyzstan's CSTO chairmanship."
"In 2026, the CSTO chairmanship will transfer from the Kyrgyz Republic to the Russian Federation, ensuring continuity and further development of joint initiatives within the organization," he stated.
Russia will assume the CSTO rotating presidency on January 1, 2026, and will present its priority directions for the organization's activities during the coming year.
The previous Council session took place in Astana in late November last year, resulting in 14 signed documents including decisions on strengthening alliance relations within the CSTO, a declaration by the Collective Security Council, a targeted program for reinforcing the Tajik-Afghan border, and a statement marking the 80th anniversary of Victory in the Great Patriotic War.
