Guterres: SCO Holds a Unique Role in Shaping Multipolarity

02 September

The Shanghai Cooperation Organization (SCO) plays a special part in building a multipolar and stable global order, said UN Secretary-General António Guterres during his address at the SCO summit.

“The Shanghai Cooperation Organization holds a unique place in creating a more peaceful, multilateral, and sustainable future,” he said, according to his press office.

Guterres noted that the world is rapidly moving toward multipolarity, a shift driven largely by emerging economies that are reshaping international trade and global diplomacy. He emphasized that these changes call for a refresh of international institutions—especially financial ones—to ensure they fairly represent the interests of developing countries. “We are no longer in 1945—our institutions must reflect contemporary realities,” he stressed.

He voiced support for the global governance initiative presented by Chinese President Xi Jinping at the summit. “I welcome the global governance initiative and the fact that it is built on the principles of multilateralism, highlighting the importance of upholding the UN-led international system and an international order founded on international law,” Guterres concluded.

The SCO summit was held in Tianjin from August 31 to September 1 and brought together leaders from over 20 countries, including Russian President Vladimir Putin, as well as delegates from 10 international organizations. Fifteen new cooperation agreements were signed at the event.

At the expanded SCO+ session, Xi Jinping unveiled his five-point initiative for global governance, emphasizing respect for international law, support for genuine multilateralism, rejection of double standards, and the importance of equal participation in global governance for countries of all sizes and strengths. Putin has already backed Xi’s proposals, stating that Russia is ready to begin concrete discussions.
