Kazakhstan's Parliament Approves Law on Modernization of Border Crossings by Kyrgyzstan

The Senate (upper house) of the Parliament of Kazakhstan has endorsed a law ratifying the protocol on the conditions for Kyrgyzstan's application of the Treaty on the Eurasian Economic Union (EAEU). This legislation pertains to the extension of Kyrgyzstan's modernization term for checkpoints on the union's customs border. The proceedings of the meeting are being streamed live on the legislative body's official website.

 

The protocol was signed on May 25, 2023, in Moscow. The conclusion of the Senate's Finance and Budget Committee states, "The law proposes to extend the term for the  Republic of Kyrgyzstan to fulfill its obligations to arrange and equip checkpoints (goods and vehicle movement points) on the Eurasian Economic Union's customs border to 108 months."

 

Previously, in line with the transitional provisions of its accession to the EAEU, Kyrgyzstan committed to ensuring the arrangement and logistical equipment of all checkpoints on the union's customs border within 24 months. This protocol has been extended thrice. However, Kyrgyzstan failed to meet the deadline. Therefore, it is suggested to extend the modernization term of checkpoints until August 12, 2024. Currently, 13 out of 14 checkpoints on the Kyrgyzstan border are fully modernized. Work remains incomplete at one checkpoint on the Kyrgyz-Tajik border.

 

Once approved by the Senate, the law ratifying the protocol on the conditions for Kyrgyzstan's application of the EAEU Treaty will be sent to the President of Kazakhstan for signing.
