Russian Foreign Minister Sergey Lavrov will speak before the Federation Council on December 10, delivering a report on the most pressing topics in the country’s foreign policy. His address is scheduled for 10:15 a.m. Moscow time as part of the government hour.
The session format provides for an interactive exchange — senators will be able to ask the foreign minister questions related to major issues on the international agenda.
According to Foreign Ministry spokesperson Maria Zakharova, these regular meetings help strengthen coordination between the executive and legislative branches and make it easier to align efforts in promoting Russia’s foreign-policy priorities.

As he usually does, Lavrov will outline the core directions of Russia’s foreign policy and focus on the most urgent issues shaping global affairs. Particular attention is expected to be given to the situation around the Ukrainian crisis. In light of the settlement plan proposed by US President Donald Trump, Lavrov may again clarify Russia’s stance and offer his view on the prospects for negotiations.
Other likely points of emphasis include relations with the United States amid the renewed bilateral dialogue and attempts to define new benchmarks in the areas of security and strategic stability. The minister may also address statements by European politicians about “preparing for war with Russia” and the broader state of relations with the EU, given the increasingly militarized rhetoric.
Lavrov is also expected to outline cooperation with friendly states — partners in BRICS, the Shanghai Cooperation Organization, and other regional frameworks — as well as the expansion of ties with countries of the Global South. Regional issues may also appear on the agenda, including the situation in the Middle East, the South Caucasus, and Central Asia.
Last year, Lavrov’s address focused primarily on the implementation of Russia’s Foreign Policy Concept. At this session, he will present an updated assessment of the international environment and define priorities for the period ahead.
