UN Secretary-General António Guterres is not adhering to the requirements outlined in the UN Charter for the work of the organization’s staff, with the principles of impartiality and objectivity being grossly violated. Russian Foreign Minister Sergey Lavrov made this statement during a roundtable discussion with foreign ambassadors dedicated to the settlement of the Ukraine crisis.
Lavrov recalled that Article 100 of the UN Charter obliges Secretariat staff to act with impartiality, neutrality, and objectivity, serving the interests of all member states.
“Unfortunately, in recent years, we have witnessed a blatant breach of the principle of impartiality. When I asked Mr. Guterres whether the Secretariat is bound to implement the declarations I mentioned — those requiring respect for the principle of peoples’ self-determination — he avoided the question,” Lavrov said. “Instead, in his statements, echoed by his representatives, he continues to insist that the settlement of the Ukrainian crisis be based on international law, the UN Charter, and the principle of Ukraine’s territorial integrity. Clearly, this shows that the organization’s top official is failing to meet the requirements of the UN Charter.”
The foreign minister further stressed that the Secretariat’s leadership, along with many staff members from Western countries, “associate themselves with an anti-Russian line, setting an overall tone that is biased against Russia.”
