Russia, within the framework of the Collective Security Treaty Organization (CSTO), has offered to assist Baku and Yerevan in resolving the situation on the border and has put forward an initiative to establish an Armenian-Azerbaijani commission for delimitation and demarcation. Russian Foreign Minister Sergey Lavrov said this on Wednesday following talks with Tajik Foreign Minister Sirodjiddin Mukhriddin.
"We started yesterday already in the informal mode of the CSTO foreign ministers. We reviewed the request of our Armenian colleagues and in accordance with this request we discussed the situation between Yerevan and Baku. <...> According to a preliminary agreement with the parties, Russia has offered its assistance in the delimitation and demarcation of the border, and proposed the creation of a joint Armenian-Azerbaijani commission, in which Russia could take part as a consultant, if you want, a mediator," he said.
Lavrov noted that Russia has also informed other countries about Moscow's efforts to resolve the incident on the Armenian-Azerbaijani border as part of these contacts.
On May 12, the Armenian Defense Ministry reported that Azerbaijani armed forces tried to carry out "certain works" in one of the border regions of the Syunik region in order to "adjust the border." According to the ministry, after the measures taken by Armenian units, the Azerbaijani military stopped these works. On the same evening acting Armenian Prime Minister Nikol Pashinyan convened a session of the Armenian Security Council, during which he called the events infringement upon Armenia's territory. According to him, the Azerbaijani armed forces crossed the state border of Armenia, penetrating 3.5 km deep.
