Putin signed law on ratification of agreement with Kazakhstan on military cooperation

Russian President Vladimir Putin has signed a law ratifying an agreement between Russia and Kazakhstan on military cooperation. The document, adopted by the State Duma on May 11 and approved by the Federation Council on May 19, was published on Wednesday on the official portal of legal information.


"To ratify the agreement between Russia and the Republic of Kazakhstan on military cooperation signed in the city of Nur-Sultan on October 16, 2020," the signed law reads.


According to the agreement, cooperation will be carried out on a wide range of issues, including military education and training, supplies of weapons and equipment, participation in joint bilateral and multilateral exercises and combat training activities of troops. The agreement also includes cooperation between the two countries in peacekeeping activities, improvement of the bilateral legal framework, culture and sports.


The sides will hold staff talks and consultations on issues of regional security and joint use of troops, conferences, seminars and symposia. The text emphasizes that the treaty is not directed against any other states. The authorized bodies of the Russian Federation and Kazakhstan will work out a "program of strategic partnership in the military field for a three-year period, which includes goals and tasks to be solved during military cooperation, areas of military cooperation, the form of their implementation, and deadlines". The cooperation plan will be approved annually, and the costs of implementing the agreement will be covered by the two countries independently.

 

It follows from the agreement that the states are obliged to cooperate in military intelligence and not to conduct intelligence activities directed against the other side. Russia and Kazakhstan will also not transfer information obtained from each other in the framework of cooperation to third parties. Such data also cannot be used to the detriment of the parties to the agreement.
