Putin Signs Law Ratifying Russia–Mali Relations Agreement

29 December 2025

Russian President Vladimir Putin has signed a law ratifying the agreement on the fundamentals of relations between the Russian Federation and the Republic of Mali.

The treaty was originally signed in Moscow on June 23, 2025. It outlines principles for developing bilateral relations based on mutual respect, adherence to national interests and international law. The agreement provides for cooperation in arms control, global security and joint efforts to combat emerging threats, including all forms of international terrorism.

According to the document, Russia and Mali will foster bilateral trade and economic cooperation, with collaboration extending to science, industry, finance, energy, agriculture, transport, information technology, mining and mineral extraction.

To facilitate this, the two nations will establish a joint intergovernmental commission on trade, economic and scientific-technical cooperation, which will operate under separate agreements between their governments.

The accord also covers collaboration in defense, culture, sports and education, and encourages partnerships between Russian and Malian media outlets.
