28 November 2022

Moscow and Astana do not intend to do anything to harm the Russia-Kazakhstan strategic partnership and allied relations. This is stated in the declaration adopted by the Presidents of the two countries Vladimir Putin and Kassym-Jomart Tokayev on the occasion of the 30th anniversary of the establishment of diplomatic relations.

"The Russian Federation and the Republic of Kazakhstan refrain from any actions that could damage the strategic partnership and allied relations between the two states. To this end, there is a mechanism of consultations through the foreign ministries of the two countries," the declaration published on the Kremlin's website reads.

The countries reaffirmed their commitment to the 1992 Treaty of Friendship and other similar documents. The declaration stresses that the countries develop allied relations and integration cooperation as equal and sovereign states. Moscow and Astana are guided by "the principles <...> of non-use of force or threat of force, territorial integrity of states, inviolability of borders, peaceful settlement of disputes, fulfilling international obligations in good faith, protection of human rights and fundamental freedoms." The declaration states that the Russian Federation and Kazakhstan "conduct an independent foreign policy aimed at protecting their national interests."

Both countries consider the principles of international law as the basis of fair and equitable relations in the world, forming a space of equal and indivisible security and effective economic cooperation. The document mentions that Russia and Kazakhstan have "...similar or close positions on topical international issues" and intend to strengthen the Shanghai Cooperation Organization "as one of the pillars of the emerging more representative, democratic and equitable multipolar world order based on the rule of international law, especially the UN Charter, respect for civilizational diversity and the independent choice of the path of political, economic, social and cultural development by the people."

The declaration notes the desire to give additional impetus to the expansion of Russia-Kazakhstan cooperation in various spheres.
