Russia Introduces Russian Language Requirement for Migrant Children in Schools

Russian President Vladimir Putin has signed a law prohibiting schools from enrolling migrant children who lack proficiency in the Russian language. The legislation has been officially published and is now in effect.

 

Under the new law, foreign nationals seeking admission to general education programs must provide documentation verifying their legal residency in Russia. Additionally, they are required to pass a Russian language proficiency test sufficient for mastering primary, basic, and secondary education programs.

 

The test will be offered free of charge in state or municipal educational institutions. Those who fail to meet the language requirement will not be admitted to the specified educational programs.

 

The Ministry of Education will establish the procedures for conducting the tests, while Rosobrnadzor (Federal Service for Supervision in Education and Science) will oversee the development of testing materials, evaluation criteria, and the minimum passing score necessary to confirm adequate language proficiency.
