Rustam Minnikhanov Participates in Ashgabat Forum

As part of his working visit to Ashgabat, Rais of Tatarstan Rustam Minnikhanov took part in the forum dedicated to the International Year of Peace and Trust, the International Day of Neutrality, and the 30th anniversary of Turkmenistan’s permanent neutrality.

 

The forum has brought together high-level delegations from around the world. The Russian delegation is led by President Vladimir Putin.

 

During the plenary session, the Russian president congratulated the friendly people of Turkmenistan on this significant anniversary. “The choice made 30 years ago by your country’s leadership in favor of permanent neutrality essentially defined the strategic path of Turkmenistan’s development as an independent and sovereign state — a state that commands well-deserved respect and authority both in Central Asia and globally,” he said.

 

Vladimir Putin emphasized that, drawing on its rich historical, cultural, and spiritual heritage, Turkmenistan continues to grow dynamically, achieving progress across its economy and social sectors. “Your country pursues a balanced foreign policy, makes a significant contribution to strengthening regional and international security and stability, and is making serious efforts to foster an atmosphere of cooperation and mutual trust in global affairs,” he noted.

 

He underscored that the strategic partnership between Russia and Turkmenistan is flourishing in a spirit of friendship and good-neighborliness. Bilateral economic ties are expanding: in the first ten months of 2025, trade turnover increased by 35%, noticeably higher than the total for the previous year. Russian companies are eager to launch new investment projects in Turkmenistan, and cooperation continues to grow in energy, transportation, and other sectors.

 

Russia and Turkmenistan are also actively involved in large multilateral economic initiatives, including in the Caspian region and Central Asia, and work is underway on the construction of the North–South transport corridor.

 

“Bilateral interregional contacts are also steadily developing, and exchanges in cultural, humanitarian, and educational fields continue to expand. It is enough to note that more than 54,000 Turkmen students are studying in Russia,” Putin said.

 

He wished the Turkmen colleagues success and assured them of Russia’s readiness to provide all necessary support.
