Rais of Tatarstan Rustam Minnikhanov took part in a high-profile debate during the investment forum in Abu Dhabi, focusing on "The Future of Global Investment: Transformational Trends Toward a Balanced Global Structure."
Minnikhanov highlighted that Tatarstan has been a long-standing partner and active participant in the forum since its inception. “For us, this forum is a platform to showcase the investment potential of our republic, exchange expertise with international partners, and establish new connections,” he stated.
Touching on the main topic, Minnikhanov emphasized the importance of the discussion amid ongoing shifts in the global economy. He noted that Tatarstan, as a technologically advanced and innovation-driven region of Russia, is committed to continuously improving its business environment, adopting best global practices, and integrating new approaches.
“We actively support small and medium-sized enterprises, foster a favorable investment climate, adopt green technologies, adapt to climate change, and promote circular economy and sustainable development principles,” said Minnikhanov.
He pointed out that most active investments are currently coming from Asia and the Gulf countries. At the end of 2024, Tatarstan ranked second in Russia’s National Investment Climate Ranking.
Special attention was given to partnership banking — Tatarstan is Russia's pilot region for implementing Islamic finance principles. Minnikhanov noted the growing interest in Islamic finance among both individuals and financial institutions. “All major Islamic finance products are now available in our market. They’ve been developed by experts from Tatarstan, certified by the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI),” he added.
Minnikhanov also emphasized the role of forums held in Tatarstan as key instruments for attracting investment and invited forum participants to visit the republic along with business delegations.
Tatarstan’s external engagement is strongly oriented toward the Islamic world. As instructed by President Vladimir Putin, Minnikhanov heads the Group of Strategic Vision "Russia–Islamic World".
According to 2024 figures, Tatarstan’s trade turnover with member states of the Organization of Islamic Cooperation (OIC) grew by 38%, reaching approximately $8 billion.
