Senior Hamas Leader Meets with Peace Council Representative in Cairo

Khalil al-Hayya, a member of the Hamas political bureau and the group's leader in the Gaza Strip, recently held talks in Cairo with Nickolay Mladenov, the Peace Council's High Representative for Gaza. According to the news portal Drop Site, which cited Hamas officials, the meeting focused on the evolving governance and security framework for the Palestinian enclave.


Following the negotiations, Khalil al-Hayya clarified that the group has not yet received any formal disarmament proposals from either the Peace Council or the United States, despite recent media speculation.


Earlier, The New York Times suggested that US representatives and Mladenov were preparing to present a compromise plan. That reported draft would allegedly require Hamas to surrender heavy weaponry while allowing the group to retain some small arms for a transitional period.


The launch of the second phase of the Gaza peace plan was announced on January 14 by US Special Envoy Steve Witkoff. This stage of the process envisions the disarmament of Palestinian factions, the full withdrawal of Israeli forces, and the deployment of an international stabilization force. The plan also calls for a technocratic committee to assume the daily administration of the sector.
