Shoigu: CIS Security Council Secretaries to Discuss Protection from External and Internal Threats

Security Council secretaries from CIS countries will address measures to counter external and internal threats during their November meeting in Moscow, according to Russian Security Council Secretary Sergey Shoigu.

 

In an article for aif.ru, Shoigu noted that an international festival titled “Peoples of Russia and the CIS” will be held from October 31 to November 5. He stated that the festival's outcomes will be reviewed during the 13th meeting of CIS Security Council secretaries, describing the format as “a truly unique platform for confidential dialogue that enables open and constructive discussion of complex security issues while allowing participants to develop joint solutions for protecting our nations and peoples from external and internal threats, grounded in shared traditional values.”

 

Shoigu characterized the festival as an important event “aimed at strengthening and harmonizing interethnic relations, preserving traditional spiritual and moral values, and promoting the cultural heritage of peoples across Russia and the post-Soviet space.” He highlighted that President Vladimir Putin endorsed the joint initiative by Russia's Security Council, Foreign Ministry and Federal Agency for Ethnic Affairs to organize the festival.

 

The Security Council secretary emphasized that the festival will bring together participants from various Russian regions and CIS member states, noting the symbolic timing coinciding with National Unity Day, which “embodies the strength of popular solidarity and intergenerational continuity.”

 

 

Festival Program Overview

 

Shoigu detailed that the festival will open with the annual All-Russian Forum “Peoples of Russia,” which serves as “an established platform for comprehensive discussion on implementing and enhancing national ethnic policies.” He expressed confidence that the “authoritative participants and substantive agenda will enable high-level discussion of current issues, review of joint work outcomes, and exchange of best practices.”

 

The program will include a Film Forum involving cinematographers, directors, and screenwriters from Russia and CIS countries, which Shoigu said fulfills “the noble mission of preserving shared historical memory, spiritual ideals, and values while promoting international humanitarian ties and professional connections.”

 

Educational activities will focus on younger generations, whom Shoigu described as “increasingly embracing patriotism, civic responsibility, and pride in their ancestors' achievements.” The nationwide “Modern Musical Map of Russia” event will feature compositions representing each federal district, incorporating regional identity and performance styles that reflect local history and symbolism.

 

Photographic exhibitions will showcase Russia's geographical diversity and cultural heritage, while the Znanie Society will organize over 300 lectures titled “The Strength of Unity: How Russia's Diversity Builds a Strong Society,” examining how regions preserve unique traditions while remaining integral parts of the federation.
