The Russian State Duma has ratified an intergovernmental agreement on military cooperation with the Togolese Republic during its plenary session. The ratification bill was submitted to the lower house of parliament by the Russian government in August 2025.
The adopted document states: "To ratify the Agreement between the Government of the Russian Federation and the Government of the Togolese Republic on Military Cooperation, signed in Lomé on March 27, 2025, and in Moscow on April 3, 2025."
Under the agreement, Russia and Togo will participate in joint military exercises and engage in training and education of military personnel. According to the explanatory note, the ratification will facilitate the development and strengthening of bilateral military cooperation, while establishing the legal framework necessary for defining the objectives, directions, and forms of this partnership.
