Tajik Security Chief: CIS Terror Groups Increasingly Recruit Labor Migrants

International terrorist organizations are increasingly targeting labor migrants from CIS countries as their primary recruitment base, exploiting their particular vulnerability, stated Saimumin Yatimov, Chairman of Tajikistan's State Committee for National Security (SCNS).

 

Addressing the Third CIS Conference on Countering Terrorism and Extremism in Dushanbe, Yatimov warned that “terrorist and extremist organizations, along with their sleeper cells linked to transnational and cybercrime, are actively working to destabilize the region. In recent years, international terrorist groups have been establishing dormant cells within regional states, primarily recruiting from labor migrants as the most vulnerable population segment by exploiting regional mentalities to spread radical ideology and politicize Islam.”

 

The two-day conference, organized by Tajikistan's SCNS and the CIS Anti-Terrorism Center, has brought together representatives from 11 CIS member states, SCO countries, CIS working bodies, and five international organizations including the UN, SCO Regional Anti-Terrorist Structure, and CSTO Secretariat.

 

Participants are assessing current security conditions and developing forecasts amid the transforming international security landscape, examining how political, economic, religious and other factors drive terrorist and extremist activity. The agenda also includes discussions on utilizing IT and artificial intelligence for threat monitoring and analysis, among other security topics.
