Ugandan President Maintains Close Contacts with Putin

Uganda is highly satisfied with its relations with Russia, and President Yoweri Kaguta Museveni maintains close contacts with Russian President Vladimir Putin, John Leonard Mugerwa, Head of the Department for International Law and Social Affairs at Uganda’s Foreign Ministry, told TASS.

 

“President Yoweri Museveni keeps in close contact with President Vladimir Putin. At the ministerial level, Russian Foreign Minister Sergey Lavrov has met with our Foreign Minister, General Jeje Odongo,” Mugerwa said. “We are therefore extremely pleased with the level of relations we have with Russia — they are conducted at the very highest level.”

 

He added that Kampala and Moscow enjoy “a very strong partnership and bilateral relationship.” Mugerwa recalled that earlier in 2025, the third meeting of the Russia–Uganda Intergovernmental Commission was held, focusing on cooperation in infrastructure, transport, education, and agricultural processing. “We believe the potential of our cooperation is far greater still,” he noted.

 

Mugerwa also expressed gratitude to the governments of Russia and Egypt for holding the second ministerial conference of the Russia–Africa Partnership Forum in Cairo on December 19–20.
