The Federation Council approved at the plenary session on Friday the law on ratification of the treaty between Russia and Tajikistan on cooperation in the field of pensions.
The document was signed on September 15, 2021, in Dushanbe. As stated in the accompanying documents to the law, the agreement is based on the proportional principle and provides for the distribution of financial responsibility of the parties to provide insurance coverage of pension rights acquired in their territory. The document applies to citizens of Russia and Tajikistan, as well as their family members. The subject matter of the contract is all types of insurance pensions.
If the insured person moves to a third country for permanent residence, the payment of pensions at his choice will be carried out by the party that assigned it, or in the territory of one of the parties to the agreement, or transferred to the territory of the other party to the agreement.
The explanatory materials indicate that in Russia in determining the right to an old-age insurance pension the value of the individual pension coefficient is determined for the periods of service acquired in the territory of the Russian Federation, as well as in the territory of the former RSFSR.
If the right to the old-age insurance pension does not arise due to absence of the required value of the individual pension coefficient, the value of the individual pension coefficient equal to one for one year of work experience acquired in the territory of Tajikistan (including the Tajik SSR) as well as in the territory of third states with which Russia has concluded an international pension insurance agreement will be applied in accordance with the agreement.
