The Senate, the upper house of the Parliament of Kazakhstan, has approved the law "On ratification of the protocol on amendments to the Treaty on the Eurasian Economic Union of May 29, 2014," specifically addressing the recognition of educational documents for educators and legal professionals. The plenary session, where this decision was reached, was broadcast on the legislative body's website.
Signed in Moscow on March 31, 2022, the protocol introduces amendments and additions to the EEU Treaty, encompassing matters related to state control at the customs border, the application of special protective anti-dumping and countervailing measures, technical regulation, labor migration, sanitary, veterinary-sanitary and quarantine phytosanitary measures, transport, and taxation.
Senate Deputy Serik Uteshov highlighted a significant change, stating, "The requirements for the recognition of educational documents for employees in pedagogical and legal activities in another member state of the Eurasian Economic Union are excluded. This is aimed at simplifying conditions in the employment of this category of labor migrants."
Among the amendments, the legislation allows entrepreneurs to register phytosanitary certificates and certificates of state registration in electronic form. Previously, these documents for mutual trade were paper-based. "Introduction of electronic documents will allow the digital traceability of batches of fruit and vegetable products 'from the field to the counter,' avoiding unjustified inspections by phytosanitary control authorities of neighboring countries when supplying products to their markets," Uteshov explained.
Additionally, the ratified protocol outlines the mechanism for a repeated anti-dumping investigation. This investigation is initiated when producers from certain countries undervalue the export price, rendering the previously imposed anti-dumping measure ineffective in eliminating damage to the economies of EEU member states.
Once ratified by the Parliament, the protocol will proceed to the President of Kazakhstan for formal approval.
