No violations revealed in preparation for the referendum in Kazakhstan

The General Prosecutor's Office of Kazakhstan has not revealed any violations during the preparation for the forthcoming June 5 referendum on amendments to the country's constitution. The deputy head of the agency, Bulat Dembayev, said this on Friday.


"The prosecutor's office is taking all necessary measures to ensure the legality during the organization and holding of the referendum. All events concerning its preparation are held in accordance with the requirements of the constitutional law on the republican referendum. No violations were revealed, including in the course of campaigning," he said at the meeting of the Central Referendum Commission.


Liability for violations


On the eve of the June 5 constitutional referendum, the Kazakhstani Prosecutor General's Office warned citizens against violating the law.


"At 00:00 on June 4, the agitation before the referendum ends. This agitation, including the one connected with publication of results of opinion polls or forecasts of referendum results, is prohibited on the day before and on the day of the referendum, i.e. June 4 and 5," said deputy prosecutor general Bulat Dembayev in a statement published on Friday.


In case of agitation on these days there is a liability implying a fine. Such a penalty is applied when voting twice or more or for another voter or when a member of the precinct referendum commission issues ballots for other people.


"In order to ensure lawfulness and prevent violations, the Prosecutor General's Office urges citizens, public associations and mass media to strictly observe the existing legislation," Dembayev noted.


On April 29, President Kassym-Jomart Tokayev, at a session of the Assembly of the People of Kazakhstan, proposed a referendum on amending the constitution. The amendments reduce the powers of the head of state, significantly strengthen the role of parliament and local representative bodies, systematically strengthen the human rights sphere, reconstitute the Constitutional Court, fix the final abolition of the death penalty and exclude the provisions on the status of the first leader of the country Nursultan Nazarbayev.
