The official status of the Russian language alongside Kazakh has been preserved in the draft of Kazakhstan’s new constitution, which was published in the official state newspaper Kazakhstanskaya Pravda.
According to the text of the document, Kazakh remains the sole state language of the Republic of Kazakhstan. However, the draft explicitly states that "in state organizations and local self-government bodies, the Russian language is officially used alongside Kazakh." The document further clarifies that the state is committed to creating the necessary conditions for the study and development of all languages spoken by the people of Kazakhstan.
The draft constitution also emphasizes individual rights regarding national identity and cultural expression. It notes that every person has the right to determine and indicate or choose not to disclose their national affiliation. Furthermore, citizens are guaranteed the right to use their native language and culture, as well as the freedom to choose their language of communication, education, upbringing, and creative work.
A nationwide referendum on a new constitution is scheduled for March 15, 2026. Voters will be asked to answer a single question: "Do you accept the new Constitution of the Republic of Kazakhstan, the draft of which was published in the media on February 12, 2026?"
