Putin: Partnership Declaration with Kazakhstan to Outline Cross-Border Cooperation Plans

12 November

Plans to strengthen interregional partnership and cross-border cooperation will be reflected in the declaration on comprehensive strategic partnership and alliance between Russia and Kazakhstan, President Vladimir Putin announced in a video address to participants of the two countries' Interregional Cooperation Forum.

“Your forum is taking place as we host Kassym-Jomart Tokayev on a state visit in Moscow. We have held substantive and productive negotiations, continuing our work from yesterday's informal evening discussions into today's official meetings,” Putin stated. “The visit will culminate in the signing of a substantial package of documents, including the Declaration on Comprehensive Strategic Partnership and Alliance between Russia and Kazakhstan.”

The Russian leader emphasized that “this key document naturally incorporates plans for further expanding and strengthening interregional and cross-border cooperation.”

Putin noted that the two countries are already successfully implementing a joint interregional cooperation program extending to 2028, aimed at creating favorable conditions for comprehensive regional development and, most importantly, improving citizens' quality of life. He highlighted that dozens of new interregional agreements, memoranda, and commercial contracts signed at the forum demonstrate the commitment of Russian and Kazakh regions to systematically enhancing close cooperation and identifying promising joint projects.

The President added that regional connections form a solid foundation for the entire spectrum of bilateral relations, spanning various sectors including economy, trade, energy, transportation, agriculture, and digital technology. In total, 76 of Russia's 89 federal subjects maintain direct contacts with all 17 regions of Kazakhstan.
