Russian Permanent Mission: Moscow Remains Committed to UN Security Council's WMD Non-Proliferation Goals

Russia remains steadfast in its commitment to the goals and objectives of UN Security Council Resolution 1540 on the non-proliferation of weapons of mass destruction, Dmitriy Polyanskiy, the First Deputy Permanent Representative of the Russian Federation to the UN, said.

 

"Two decades on, Security Council Resolution 1540 remains a relevant universal international document focused on cooperation and assistance to states in non-proliferation matters, particularly in taking effective measures at the national level to prevent weapons of mass destruction, their means of delivery, and related materials from falling into the hands of non-state actors. The imperative of this task cannot be overstated, especially against the backdrop of the ongoing threats of terrorism, which our country fell victim to just last week. The Russian Federation has always been committed to the goals and objectives of the resolution, was one of the initiators of its agreement, and took an active part in the development of its core provisions," he said at the UNSC meeting.

 

The Russian diplomat noted that the resolution imposes serious obligations on all states, the full implementation of which "requires the development of national legislation and law enforcement measures." "We believe that in this regard, the priority of the committee's work [responsible for the implementation of Resolution 1540] should be to ensure a positive perception of the resolution by the entire international community. This is only possible if its provisions are not used as a pretext for interfering in the internal affairs of states, and the committee itself is not turned into a tool for such abuses and given control and supervisory functions," Polyanskiy insisted.

 

"It is unacceptable to impose on this subsidiary body of the Security Council any narrowly focused agendas and interests that have nothing to do with non-proliferation objectives. It is inadmissible to introduce for its consideration topics that go beyond the scope of resolution 1540, such as counter-terrorism, new challenges and threats, and sanctions issues. It is also crucial to remember that the group of experts operating under the Committee is strictly accountable to this body and can act only on its instructions," he concluded.
