20 September 2023

During a meeting, the State Duma Committee on Science and Higher Education recommended that deputies approve a bill in its first reading. This bill outlines the humanistic nature of education in the Russian Federation, aligning it with traditional spiritual and moral values.

The proposed amendments seek to clarify the principle of the humanistic nature of education within the existing law "On Education in the Russian Federation." Importantly, this concept of humanism is not presented as an abstract notion but is aligned with traditional Russian spiritual and moral values.

The bill was jointly introduced by deputies from various factions, led by Sergei Kabyshev, Chairman of the Duma Committee on Science and Higher Education. The aim of these amendments is to establish a clear constitutional framework for the educational system in Russia, ensuring its alignment with national interests and fostering confidence in the measures taken to advance it.

The explanatory note emphasizes that these changes are intended to reinforce the foundational values of education. They are viewed as a pivotal factor in the progressive development of Russia's sovereign statehood, unlocking the fullest potential of the Russian multinational people in terms of their spiritual, moral, cultural, and intellectual contributions.
