Russian Foreign Minister Sergey Lavrov has presented Sergey Melikov, head of Dagestan, with copies of rare historical documents dating back to the time of Imam Shamil.
Melikov shared on his Telegram channel that earlier the Ministry of Foreign Affairs hosted a presentation showcasing Dagestan’s culture and development — from folk dances and stunning nature to promising projects across various sectors.
Following the event, Lavrov handed over the documents, including a notable 1870 decree announcing Imam Shamil’s elevation to hereditary nobility by Emperor Alexander II. Melikov called this “another testament to the respect for the legendary Dagestani—a worthy former adversary who ended conflict and paved the way for a new era of friendship, unity, and greatness.”
Another document is a 1757 plan for a trading yard in Kizlyar, sent by the fortress commandant to the Collegium of Foreign Affairs. Such trading yards were vital commercial hubs for Russian and Eastern merchants. Melikov noted that in 1762, Empress Catherine II exempted goods brought to Kizlyar by locals from tariffs, and later extended this exemption to all peoples of Dagestan.
Dagestan's head expressed gratitude for the careful preservation of these historical documents and promised that they would soon be exhibited in local museums so all residents could access this priceless part of their heritage.
