Putin Holds Working Meeting with Minnikhanov

Russian President Vladimir Putin held a working meeting at the Kremlin with Rustam Minnikhanov, the Rais of Tatarstan. During the meeting, Minnikhanov provided the President with an update on the region’s economic development.

 

Minnikhanov began his report by discussing Tatarstan’s contributions to the special military operation. The republic is fully meeting its obligations to support service members and their families. Thousands of residents of Tatarstan are serving honorably in the operation zone.

 

“We have 15 Heroes of Russia, seven of them posthumously. 1,829 service members have been awarded the Order of Courage,” Minnikhanov said.

 

He also highlighted the republic’s extensive humanitarian efforts. So far, 4,389 tons of humanitarian aid have been sent to the region. Tatarstan has already allocated 2.614 billion rubles for the reconstruction of the sponsored cities of Lysychansk and Rubezhnoe, with plans to fund three additional projects worth 423 million rubles in 2025.

 

“We’re also working with federal agencies on housing repairs, with over 500 workers involved in these efforts,” Minnikhanov added.

 

Minnikhanov emphasized that Tatarstan is one of Russia’s leading industrial regions.

 

“Tatarstan produces 24% of the country’s polyethylene, 41% of its synthetic rubber, 61% of its truck tires, 30% of its trucks, and 7% of its crude oil output,” he said.

 

President Putin noted that the share of non-commodity exports in Tatarstan’s total exports has almost doubled.

 

According to Minnikhanov, the republic’s Gross Regional Product (GRP) in 2024 reached 5.2 trillion rubles, with industrial output amounting to 5.651 trillion rubles. Investments in fixed assets totaled 1.435 trillion rubles. The agriculture sector grew by 10%, while the construction sector grew by 17%. Tatarstan’s own facilities processed 24.3 million tons of crude oil, with a refining depth of 99.4-99.5%.

 

Minnikhanov highlighted the strong performance of major companies operating in the republic, including SIBUR Group (“Nizhnekamskneftekhim” and “Kazanorgsintez”), Ammoniy, KAMAZ, Sollers, and Haier. Significant modernization projects are also underway at the Kazan Aircraft Plant and the Kazan Helicopter Plant.

 

In agriculture, Tatarstan continues to hold leading positions nationally:

1st in milk production,

2nd in potato harvest,

7th in sugar beet production.


The region is also home to 3,500 IT companies, with total revenues reaching 225 billion rubles and employing around 42,000 people.

 

Tatarstan’s industrial park infrastructure is also performing well:

Alabuga Special Economic Zone (SEZ) reported 238 billion rubles in revenue,

Master Industrial Park – 202 billion rubles,

Khimgrad Technopark – 96 billion rubles.


“Every project complies with international environmental standards. We fully adhere to ‘green’ and circular economy principles. We are also carrying out large-scale modernization of existing facilities, significantly reducing emissions,” Minnikhanov noted.

 

In 2024, the republic built a wide range of social, cultural, and infrastructure facilities worth 166 billion rubles. In total, 3.45 million square meters of housing were commissioned.

 

As the head of the State Council Commission on Infrastructure for Life, Minnikhanov said he would seek President Putin’s support in addressing challenges related to housing construction, particularly high mortgage rates. He also stressed the need to develop rental housing.

 

A total of 200 billion rubles was allocated for road construction, with several major projects completed, including:

Bypasses around Nizhnekamsk and Naberezhnye Chelny, along with a new bridge across the Kama River,

The Alekseevskoye–Almetyevsk highway, built through a public-private partnership,

The Voznesensky Trakt road.


At the end of the meeting, President Putin praised the republic’s achievements.

 

“Tatarstan is a highly industrialized and rapidly developing region,” the President emphasized.
