A complex postal center of Russian Post will be built in the Laishevsky district of Tatarstan. The project, which, among other things, is to become one of the first bonded areas in the country, is estimated at 9 billion rubles, Deputy Head of the Ministry of Communications of Tatarstan Albert Yakovlev said on Wednesday at the ministry's board meeting on the first half of the year.
"As part of Russian Post's infrastructure projects, a site behind the new building of the State Archive, where the Kazan-based Russian Post transport hub will be located in the Laishevsky district, has been identified. This hub will include automobile transport enterprises, gas filling station and also logistic facilities for the development of the bonded area", said Yakovlev.
He noted that the created site will provide railroads and favorable conditions for Russian Post. Investments in the project, according to the deputy minister, will exceed approximately 9 billion rubles.
Ilnur Makhmutov, Director of Tatarstan Pochtasy of Russian Post JSC, said that the final resolution on the development of bonded areas is expected. "And we expect to implement a big logistics project on the territory of the republic," he said.
Airat Khairullin, Head of the Ministry of Digital Development of Tatarstan, explained to TASS that there is a law allowing to realize a bonded warehouse project, but certain conditions for realization of bonded areas need to be specified, for example, whether VAT and customs duties will be applied here. "Specific plans of Russian Post to implement bonded warehouses already depend on the release of this decree. We have actually already provided the necessary infrastructure in terms of a land plot that suits them," the minister added.
About bonds
In June, the State Duma passed in the final reading amendments to the law "On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation," which opens the possibility to implement the concept of "bonded warehouse." The concept of "bonded warehouses" is used to denote a place with special customs status used for accumulation, storage and distribution of goods sold to individuals through Internet sites (marketplaces). The special customs status of a "bonded warehouse" allows not to pay customs duties and taxes when storing imported goods in it until their purchase by the end buyer - an individual who makes a purchase, for example, from the territory of the Russian Federation.
At the end of July 2020 Head of Tatarstan Rustam Minnikhanov appealed to the Prime Minister of Russia Mikhail Mishustin about the readiness of the republic to participate in the experiment of creating the first "bonded warehouse" in Russia. Also in 2020, the authorities of Tatarstan and the management of Russian Post signed an agreement on the creation of the first bonded area in the country, which will be located at Kazan airport. It was planned that the zone will appear in November 2020. Later the deadline was postponed.
