Tatarstan Introduces Restrictions on Migrant Workers in Taxis and Security Services

Businesses in Tatarstan have been prohibited from hiring foreign nationals working under patent permits in ten sectors of the economy, including taxis, security services, and financial services, until the end of the year. This restriction was enacted through a decree signed by the head of Tatarstan, Rustam Minnikhanov.

 

"Until December 31, 2025, entities conducting business activities within the Republic of Tatarstan are forbidden from employing foreign citizens who work based on patents for the following economic activities," the decree states.

 

The list of affected sectors includes hazardous goods transportation, taxi services, rental car services with drivers, financial activities (excluding insurance and pension services), insurance, reinsurance, operations of non-state pension funds (excluding mandatory social security), auxiliary activities in financial services and insurance, legal and accounting services, veterinary medicine, private security services, gambling and betting organization, lottery organization, and repair of computers, personal items, and household goods.

 

Businesses must align their workforce with the provisions of the decree within three months after it comes into effect. The decree will become effective 10 days after its publication.
