Tatarstan's State Council supported renaming presidential post to rais

The State Council (parliament) of Tatarstan has passed the first reading of draft amendments to the republic's constitution, which provides for renaming the post of president after the term of the current head of the region, Rustam Minnikhanov, ends, according to a TASS correspondent.


"The title of the post of the highest official of Tatarstan will be "head - rais of the Republic of Tatarstan." It is also possible to use a shortened version - "rais of the Republic of Tatarstan". <...> Giving the new title to the position of the highest official, we understand that the current president of our republic, Rustam Nurgaliyevich Minnikhanov, was elected as president. <...> In this connection the presented draft law contains transitional provisions according to which the new title provided in the draft law will apply only to the newly elected high official of the Republic of Tatarstan," said Chairman of the Parliamentary Committee on State Construction and Local Self-Government Albert Khabibullin.


He noted that such an approach will allow taking into account the requirements of the federal law, as well as reflect the historical, national and cultural peculiarities of Tatarstan. Rais is the name of the highest title in Arabic and a number of other Eastern languages.


78 deputies voted for the bill and three voted against it.


Rustam Minnikhanov was elected president of Tatarstan for the current term in 2020. His term expires in 2025.


At the end of last year, Russian President Vladimir Putin signed a law on the organization of public authority in the regions, in particular, prohibiting the use of the word "President" in the title of the head of region, which at that time was retained only in Tatarstan. In addition, the law establishes a single term of office for heads of subjects and abolishes the prohibition for them to hold this post for more than two consecutive terms.
