Gazprom Could Triple Gas Supplies to Kazakhstan by 2028

Russia’s gas deliveries to Kazakhstan could more than triple by 2028, reaching 12 billion cubic meters, according to a statement from the State Duma’s Energy Committee following a meeting of the inter-parliamentary commission on cooperation between the Russian State Duma and Kazakhstan’s Mazhilis.

 

Gazprom currently supplies gas to consumers in West Kazakhstan, Kostanay and Aktobe regions, and shipments have been rising in line with the country’s growing demand. Plans are also being explored for the gasification of northern Kazakhstan.

 

“The potential for cooperation is significant: in 2024, supplies totaled 3.8 billion cubic meters per year, while forecasts suggest that by 2028 volumes could reach 12 billion,” the committee said.

 

The State Duma noted that in October 2025 Gazprom and Kazakhstan signed a memorandum to develop a new major gas pipeline from Russia to Kazakhstan — a project that could play an important role in redirecting Russia’s pipeline gas exports.

 

The Russian government has also amended the national territorial transport plan (covering pipeline infrastructure) to include construction of a 10-billion-cubic-meter trunk pipeline aimed at expanding gasification in Kazakhstan. The new export pipeline is intended to supply gas to the country’s northern and northeastern regions.

 

In addition, Gazprom and Kazakhstan signed an agreement in early September 2025 to increase Russian gas deliveries to the republic in 2025 and 2026.
