Kazakhstan Expects Commissioning of Three Cogeneration Plants by 2028 in Collaboration with Russia

Kazakhstan anticipates the completion and commissioning of three cogeneration plants (CHPPs) by 2028, under a joint project with Russia, Kazakhstan's Energy Minister Almasadam Satkaliev during a briefing.

 

"The deadlines are tight, but we are confident in our ability to complete and commission all three plants by 2028," Satkaliev stated. The CHPPs will be located in the cities of Kokshetau, Semey, and Ust-Kamenogorsk, providing a significant boost to the nation's power generation capacity.

 

He recalled that the Energy Ministries of Kazakhstan and Russia have signed an agreement to cooperate on these projects, designating LLC “Inter RAO - Export” and JSC “Samruk-Energo” as the authorized organizations for implementation.

 

“The projects of the three CHPPs are currently at different stages. As for the CHPP in Kokshetau, the feasibility study is in its final stage, with final expertise and acceptance of works underway. The established joint venture will start developing design and estimate documentation this year, along with landscaping and site preparation for construction. Construction work is expected to commence this year,” the minister explained. 

 

He noted that the feasibility study for the construction of CHPP in Semey is well-advanced, with finalization expected by the end of the year. Design and construction will proceed according to the developed algorithm thereafter. "The work on the feasibility study of the CHPP project in Ust-Kamenogorsk has not started yet. Development of project documentation is expected to start early next year,” said the minister.
