The government of Kazakhstan is set to sign an agreement with Russia for the construction of coal-fired combined heat and power plants (CHP) in the cities of Kokshetau, Semey, and Ust-Kamenogorsk. The draft resolution, published on the "Open normative-legal acts" portal, outlines the collaboration between the two nations in the development of these cogeneration plants. The Ministries of Energy of Kazakhstan and Russia had previously signed a memorandum of cooperation on this initiative.
The draft resolution, subject to public discussion until December 28, details the government's approval of the attached agreement between the Republic of Kazakhstan and the Russian Federation for the mentioned projects. The signing of the agreement is authorized by Energy Minister Almasadam Satkaliyev on behalf of Kazakhstan. The resolution, effective from the day of signing, aims to ensure energy security and a reliable power supply to the economy and population of Kazakhstan. It will regulate payment procedures for excessive deviations and conditions for purchasing imported electricity to address the energy system's imbalances in Kazakhstan.
The explanatory note accompanying the draft resolution emphasizes that the agreement serves the purpose of preserving energy security and ensuring a stable power supply. The responsible organizations for project implementation are Samruk-Energo JSC from the Kazakh side and LLC Inter RAO - Export, a part of the Inter RAO Group, from the Russian side. This collaborative effort underscores the commitment to addressing energy needs and enhancing the energy infrastructure in the specified cities of Kazakhstan.
