The Kazakh authorities have signed agreements with Russian partners for the construction of combined heat and power plants (CHP) in Kokshetau, Semey, and Ust-Kamenogorsk. The agreements were formalized during the official visit of President of Kazakhstan Kassym-Jomart Tokayev to St. Petersburg. Russian company Inter RAO - Export is designated as the contractor for the projects, with the new CHPs in Semey and Kokshetau expected to be operational by 2027, and the CHP in Ust-Kamenogorsk scheduled for operation by 2030.
The construction of these three CHPs is aimed at enhancing the overall power generation capacity in Kazakhstan. According to Nurlan Zhakupov, Chairman of the Board of Kazakhstan's Samruk-Kazyna JSC, the project will strengthen the energy system, improve reliability, and add over 1 GW to the generating capacity. Financing for the project will be provided by Russian banks, with a competitive interest rate for a period of approximately 15 years, subsidized by the Russian government.
During meetings in St. Petersburg, cooperation agreements were signed between Samruk-Kazyna JSC and Inter RAO - Export LLC for the construction of the three CHPPs in Kokshetau, Semey, and Ust-Kamenogorsk. Additionally, agreements were reached between Samruk-Energy JSC and Firma ORGRES LLC for the construction of power units No. 3 and No. 4 at Ekibastuz GRES-2, utilizing Russian equipment.
