Rosatom is offering Saudi Arabia a strategic partnership that extends beyond energy into various high-tech sectors, according to the state corporation's press service.
"The Vision 2030 program envisions a large-scale and systemic transformation of the Saudi Arabian economy, the success of which requires not just technology suppliers, but reliable, long-term partners," stated Boris Arseev, Rosatom’s Director for International Business, during the Innoprom international industrial exhibition in Riyadh. "Rosatom offers exactly this kind of comprehensive technological partnership — from energy to related high-tech industries — based on localization, knowledge transfer, and the development of a national industrial base. Cooperation with us is long-term, planned, and carries deep prospects. It is projects like these that change the economic landscape of entire countries for the better."
Throughout the event, Rosatom underscored its readiness for strategic alliances with Saudi companies to jointly implement complex industrial and infrastructure projects. The corporation's exhibit highlighted integrated technological solutions drawn from 80 years of Russian nuclear industry experience, utilized in over 60 countries. Notable visitors to the Rosatom stand included Russian Minister of Industry and Trade Anton Alikhanov, Saudi Minister of Industry and Mineral Resources Bandar Al-Khorayef, and Saudi Assistant Minister of Investment Abdullah Al-Dubaikhi.
In December 2025, Russian Vice Prime Minister Alexander Novak noted that Rosatom is currently preparing tender documentation for the construction of a nuclear power plant in Saudi Arabia, though a specific auction date has not yet been set. Earlier, Rosatom CEO Alexey Likhachev mentioned that while the corporation is steadily moving toward winning the contract, the final decision rests with the Kingdom. The foundation for this cooperation is a 2015 intergovernmental agreement and a 2017 partnership program focused on the peaceful use of nuclear energy.
