Southeast Asia and Middle East Countries Invited to Join Angara-Yenisei Cluster Project

25 December 2025

Southeast Asian and Middle Eastern counties could participate in a project to create a deep processing cluster for critical metals in Siberia’s Angara-Yenisei macroregion, First Deputy Prime Minister Denis Manturov said in an interview with Russia-24.

“These are, of course, our friendly countries—primarily Southeast Asia and the Middle East, where they have technologies on one hand but lack sufficient natural resources on the other, and are interested in setting up joint production facilities,” Manturov stated.

He expressed confidence that as the industrial base takes shape, there will be no shortage of interested partners.

Manturov also announced that the government has decided to form a board of trustees and a supervisory board for the Angara-Yenisei cluster development fund, with the first board meeting scheduled for January. “Given that the regulatory framework is in place and the fund’s operating budget has been set — at 150 million rubles next year and 170 million in 2027 — this is just the budgetary portion. I’m confident the companies that have signed agreements will cover their non-budgetary contributions as well,” he added.

President Vladimir Putin, during his Year in Review event, said work is underway to establish the Angara-Yenisei rare earth processing cluster and that potential investor companies are being identified.
