Turkey Says Russia Has Secured $9 Billion in New Funding for Akkuyu Nuclear Plant

26 December 2025

Russia has provided around $9 billion in new financing for the construction of Turkey’s first nuclear power plant, Akkuyu, Turkish Energy Minister Alparslan Bayraktar announced, according to the business daily Dünya.

“Russia has secured new financing of approximately $9 billion for the Akkuyu project,” Bayraktar said. “This funding will likely be used during 2026–2027. In 2026 alone, Turkey is expected to receive $4–5 billion in external financing through this channel.”

The minister also reaffirmed Turkey’s goal to bring the plant’s first reactor online in 2026. “The year 2026 has been set as the target date when the first reactor will begin generating electricity,” he noted.

The Akkuyu project consists of four generating units equipped with Russian-designed VVER‑1200 generation III+ reactors, each with a capacity of 1,200 MW. It is the first nuclear power project in the world being implemented under the “build–own–operate” model.
