Kazakhstani authorities, in collaboration with Russian partners, may initiate the construction of a combined heat and power plant (CHPP) in Kokshetau as early as 2024, Almasadam Satkaliev, the Minister of Energy of Kazakhstan, told a briefing.
"We are discussing the construction of combined heat and power plants in partnership with our Russian partners - Inter RAO - Export. For the Kokshetau project, changes are currently being made to the feasibility study, indicating significant progress and the potential for construction to commence this year," Satkaliev stated. His statement was in response to a question concerning the development of three CHPP within the republic.
He explained that feasibility studies for the other two CHP projects are nearing completion, after which technical solutions will be approved, equipment will be ordered, and the final construction schedule will be determined. "Coordination is also underway in Russia regarding the provision of preferential loans linked to the export credit of equipment suppliers," added the minister.
Previously, Satkaliev mentioned that Kazakhstan intends to sign an intergovernmental agreement with Russia on projects related to the construction of three coal-fired thermal power plants in the cities of Kokshetau, Semey, and Ust-Kamenogorsk.
In November 2023, following Russian President Vladimir Putin's visit to Kazakhstan, the Ministries of energy of both Kazakhstan and Russia penned a memorandum of cooperation on projects for the construction of CHP plants in the three Kazakhstani cities - Kokshetau, Semey, and Ust-Kamenogorsk. Subsequently, cooperation agreements were signed between Kazakhstan's Samruk-Kazyna JSC and Inter RAO - Export LLC regarding the development of three CHPPs in Kazakhstan.
