Lavrov Holds Talks with Iranian Foreign Minister on the Margins of the 3+3 Meeting in Tehran

23 October 2023

Russian Foreign Minister Sergey Lavrov held discussions with Iranian Foreign Minister Hossein Amir Abdollahian on the sidelines of the 3+3 meeting of foreign ministers focused on the South Caucasus, which took place in Tehran. This information was confirmed by the Russian Foreign Ministry.

"During the ministerial meeting of the consultative regional platform 3+3 for the South Caucasus, Foreign Ministers of Russia and Iran Sergey Lavrov and Hossein Amir Abdollahian held talks," as confirmed by the Russian Foreign Ministry.

The foreign ministers of five countries - Russia, Iran, Turkey, Armenia, and Azerbaijan, namely Sergey Lavrov, Hossein Amir Abdollahian, Hakan Fidan, Ararat Mirzoyan, and Jeyhun Bayramov - are participating in the meeting. Notably, the Georgian side has declined to partake in the meeting.

The six-party cooperative format for the South Caucasus, initially proposed in late 2020 by Azerbaijani and Turkish leaders Ilham Aliyev and Recep Tayyip Erdogan, evolved into the "3+3" format. This idea garnered support from Russia and Iran, and Armenia also became part of this framework. However, Georgia has consistently expressed its reluctance to participate in this initiative. On December 10, 2021, the first meeting of the consultative regional platform, featuring deputy foreign ministers from the five participating countries, was held in Moscow.

Georgia abstained from the 2021 meeting, and it is maintaining its stance by not attending the current foreign ministers' meeting.
