Lavrov: Russia Ready to Discuss Turkey's Initiative on Guarantor Countries for Israel and Palestine

19 October 2023

Russia is prepared to discuss and consider Turkey's proposal to establish a framework of guarantor nations for the involved parties in the Israeli-Palestinian conflict. Moscow and Ankara are actively communicating on this matter, as stated by Russian Foreign Minister Sergey Lavrov during his press briefing in Pyongyang.

"We are open to discussing any constructive proposals. This initiative, which I became aware of recently, appears to be motivated by a genuine intent to de-escalate and normalize the situation. We look forward to hearing the specifics of this proposal from our Turkish counterparts, with whom we maintain active communication on this matter," remarked Lavrov.

"We firmly advocate that any approaches should be founded on a fair balance of interests among the parties involved, rather than imposing one party's interests to the detriment of others. It appears that the Turkish initiative aims to establish such balance, and we are prepared to collaborate and carefully assess it," the minister added.

As previously mentioned by Turkish Foreign Minister Hakan Fidan, Ankara intends to present a proposal to the members of the Organization of Islamic Cooperation. This proposal suggests the exploration of a conflict resolution approach for the Palestine-Israel conflict. It entails the establishment of a system of guarantor countries for each of the involved parties. These guarantor countries would bear the responsibility for overseeing the fulfillment of the settlement terms.
