The updated version of Russia's foreign policy concept, endorsed by President Vladimir Putin on March 31, has been officially published. This document outlines the primary directions, goals, and objectives of the country's international activities. Described as a strategic planning document, the Concept encapsulates Russia's perspectives on national interests in foreign affairs, fundamental principles, strategic goals, key tasks, and priority avenues in foreign policy.
Putin highlighted that adjustments to the foreign policy concept were necessary due to significant changes in the international arena. He underscored the document's role as a robust doctrinal foundation for ongoing work in international affairs.
According to the new Concept, Russia's foreign policy is characterized as peace-loving, open, predictable, consistent, and pragmatic. It is founded on respect for universally acknowledged principles and norms of international law, emphasizing the pursuit of equal international cooperation to address common challenges and advance shared interests. The Concept identifies the maintenance of strategic stability and the reinforcement of international peace and security as key national interests for Russia.
National interests
As outlined in the Foreign Policy Concept, Russia identifies the current trajectory of the United States as the primary source of risks to its security, global peace, and overall human development. Speaking at the international forum "Primakov Readings," Foreign Minister Sergey Lavrov emphasized that the US and its European allies employ various tools of geopolitical "engineering," including provoking conflicts, conducting information and psychological operations, and launching trade and economic wars. Lavrov also highlighted that US actions have led to the dismantling of a significant portion of arms control agreements.
On the day of the Concept's publication, Lavrov pointed out that the document signals Russia's intent to consistently and, if necessary, forcefully counter anti-Russian measures by unfriendly states. Despite this stance, the Concept clarifies that Russia does not perceive itself as an enemy of the West, remains open to engagement, and harbors no hostile intentions toward it.
The Concept underscores the importance of deepening ties with friendly global centers of power such as India and China.
